Selection Criteria

SC1. Demonstrated capacity to lead and contribute to the development of the Education Support team and to build the capacity of program leaders to effectively utilise resources.

SC2. Demonstrated knowledge and experience with respect to human resources and financial management records systems. An understanding of the Student Resource Package, Recruitment Online, eduPay, CASES21 Administration and Finance, Compass and similar systems would be an advantage.

SC3. Demonstrated working knowledge of financial management, legal requirements and practices, including the capacity to produce, interpret and analyse reports and provide advice relating to those reports. 

SC4. Demonstrated knowledge and experience in managing the maintenance of the school's physical resources. Capacity to manage OHS, maintenance and improvement of the school's three campuses to ensure compliance with DE standards.

SC5. Demonstrated ability to initiate and lead the implementation of organisation change, including the capacity to introduce and prioritise workflows.

SC6. Demonstrated outstanding interpersonal skills, with high-level written and verbal communication skills, including high-level competence in digital technology.

Role

The Business Manager is a key member of the Leadership Team, providing strategic financial advice to the principal and overseeing administration, finance, HR, facilities and OH&S across the school.  The Business Manager will be required to ensure the efficient and effective implementation as well as manage the delivery, evaluation and improvement of the following services within the school.

  • Implement the decisions of the Principal and School Council.
  • Ensure the management of the financial, human resources, facilities, OH&S while complying with regulatory and legislative requirements and department policies and procedures.
  • Ensure that internal and external stakeholders are provided with up to date information relating to the school, students, activities and they are aware of their responsibilities.
  • Ensure that the environment and the physical infrastructure of the school¿s campuses are maintained to their optimum to ensure that the students and the staff of Blackburn English Language School have access to a safe and ascetically pleasing environment, and one which is conducive to learning and teaching. 
  • Have overall responsibility for compliance requirements of DE, OH&S standards and regulations and requirements of AIMS (Asset Information Management System). The position also requires coordination of the Maintenance Team. 
  • Provide adequate, timely and appropriate advice so the Principal is able to make informed decisions relating to the management of the whole school.
  • Assist with the deployment of school resources to increase the quality of the staff teaching environment and the learning experience of the students.
  • Lead the performance and development of Education Support Staff.
  • Other duties as directed by the Principal.

Responsibilities

  • Build and maintain effective working relationships with internal and external stakeholders.
  • Contribute to the overall management of the school to ensure positive educational learning outcomes for students.
  • Assist in ensuring that the school complies with government regulations and policies.
  • Maintain confidentiality and sensitivity in all aspects of the role.
  • Comply with OH&S requirements to maintain a safe and healthy workplace for self and others.
  • Comply with the Child Safe Standards.
  • Maintain currency of professional knowledge and skills.

Duties

Human Resources Management

  • Develop workforce plan and SRP in consultation with the Principal.
  • Oversee the Human Resource processes within the school.

Financial policy and procedures

  • Develop budgets in consultation with the Principal.
  • Present financial proposals and reports to School Council.
  • Work with the Principal to implement financial changes within the school, keeping within budget and adhering to best practice and policies.
  • Negotiate and manage school contracts (e.g. cleaning, photocopiers, computers, Compass, Hirers etc).
  • Provide support to Executive on priority works and projects relevant to school¿s buildings and grounds.   

 

OH&S Management 

  • Sound knowledge of EduSafe, Return to Work, WorkSafe, OH&S Management systems, policy and process as per DE and Work Safe guidelines.
  • Work with Executive to ensure that a safe and healthy workplace is maintained and OH&S requirements are compliant.

     

Facilities 

  • Develop and manage School Facilities, Annual Contracts, Maintenance and Minor Works budgets. 
  • Work with leadership to develop a School Maintenance Plan which will ensure that the conditions of grounds and buildings are of a high and safe standard.
  • Oversee the school¿s AIMS profile ensuring data and compliance works are up to date. 
  • Work with Executive to manage the school cleaning contract and hire of facilities.

General Administration Skills 

  • Expert knowledge of all school systems - CASES21/EduPay/EduSafe Plus/AIMS/DE website, etc.
  • Highly proficient general office skills including but not limited to customer service/phone/filing/Microsoft Office, and Microsoft Teams.

 Other

  • Attendance at School Council and Finance Committee Meetings. 
  • Any other duties required by the principal.

Other Information

This is an intensive English Language Program for students who are newly arrived in Victoria and are preparing for learning in mainstream schools.

This position is based at Whitehorse Campus (120 Eley Rd, Burwood East) and at times attending the Maroondah Campus (431 Maroondah Hwy, Croydon North).

Location Profile

Blackburn English Language School (ELS) has been operating for over 30 years and provides full time, intensive English courses for both primary and secondary newly-arrived migrants, refugees and International students. 

The students usually enrol in our program prior to their enrolment in a mainstream school or further education. The school has three campuses: one in Burwood East (Whitehorse Campus), a second campus in Croydon North (Maroondah Campus) and a third in Wodonga (Wodonga Campus).
