The Victorian Institute of Teaching (VIT) is the sole teacher registration authority in Victoria. Registration is mandatory for anyone teaching in a Victorian school, regardless of sector: government, Catholic, and independent schools all require the same VIT registration. Most teachers move through Provisional Registration first, then progress to Full Registration once they have completed VIT's Inquiry process and a Workplace Recommendation Panel. Full Registration is the long-term credential: it is renewed annually rather than held for a fixed term.

Permission to Teach is a temporary authorisation used in specific circumstances and is not a progression pathway. Non-Practising Registration allows teachers to maintain their registration while not working, without fulfilling the practice and professional learning obligations that Full Registration requires.

VIT registration is separate from any induction program your employer may run. The registration pathway is the regulatory process. Induction programs such as the Department of Education's Career Start Program in government schools are support structures, not a substitute for the VIT process. Getting Provisional Registration
Eligibility, documents, fees, and timeline

Provisional Registration is the starting point for most teachers entering the Victorian profession. Three groups apply: graduate teachers who completed an approved ITE program in Australia or New Zealand; early career teachers from interstate or overseas with limited Australian experience; and experienced overseas teachers who have been teaching outside Australia for five or more years.

Moving from Provisional to Full Registration
The four-step Inquiry and Panel process

The pathway to Full Registration uses a structured four-step process built around an evidence portfolio and a workplace panel. You have two years from the date of Provisional Registration to complete it. Two prerequisites must be met: at least 80 days of teaching in an Australian or New Zealand school, and demonstration of all 7 Australian Professional Standards for Teachers (APST) at Proficient level across all three domains.

Complete the VIT Inquiry process
Based on Helen Timperley's inquiry cycle: select a class, identify their learning needs, form an inquiry question, undertake professional learning, implement an action plan, and assess its impact on student learning. Each piece of evidence must be annotated to show precisely which APST descriptor it addresses. A mentor is required throughout.

Initiate your application in MyVIT
Once your Inquiry is complete, initiate your Full Registration application through your MyVIT account. You must do this within 30 days before your Workplace Recommendation Panel meeting. Verify your contact details and confirm your employer's information in the portal.

Workplace Recommendation Panel
The panel assesses your evidence against the APST and determines whether you are ready for Full Registration. In a school setting, the panel is chaired by the principal (provided they hold Full Registration). The panel reviews your annotated portfolio and makes a professional judgement across all seven Standards.

VIT assessment and registration
The panel chair submits a recommendation report through the Employer portal. VIT assesses the application and, if satisfied, grants Full Registration, updates your record on the teacher register, and issues a digital registration card. [Source: VIT Moving to Full Registration, 2026]

Annual renewal
Deadlines, professional learning, and teaching practice

All VIT registrants must complete annual registration by 30 September each year. Notifications are sent by email and SMS from mid-August. If you miss the deadline, a late fee applies and you have until 31 December to complete renewal. After 31 December, Full Registration and Non-Practising Registration expire; Provisional Registration and Permission to Teach suspend.

Interstate teachers: mutual recognition
Eligibility, process, and registration level transfer

Teachers with current, practising registration in another Australian state or territory, or in New Zealand, can apply for VIT registration through mutual recognition under the Mutual Recognition Act 1992 (Cth). Registration level transfers directly: Full Registration interstate becomes Full Registration in Victoria; Provisional becomes Provisional.

Eligibility

To be eligible you must: hold current, practising registration (not suspended or cancelled due to disciplinary action); not be subject to ongoing disciplinary proceedings or personal teaching prohibitions; and not already hold VIT registration or a Permission to Teach.

Create a MyVIT account
Register at vit.vic.edu.au and create your online account before beginning the application.

Complete the application modules
Navigate to Apply for Registration and complete all modules. Confirm the jurisdiction where you are currently registered.

Submit the statutory declaration
Submit a templated statutory declaration granting VIT permission to verify your registration with the other jurisdiction.

Provide evidence of current registration

The Mutual Recognition Act 1992 (Cth) requires all Australian states and territories to recognise each other's registered professionals. Interstate teachers do not need to re-qualify from scratch or re-sit the VIT Inquiry process if they hold Full Registration in their home state.

Overseas-trained teachers
Pre-assessment, English requirements, and criminal history

Overseas-trained teachers have a separate pathway that begins before the standard registration application. All teachers with qualifications completed outside Australia must have their credentials pre-assessed by VIT before applying for registration. The pre-assessment fee is $285.00 and can be completed while you are still overseas.
