Teacher Passport
The Victorian Institute of Teaching (VIT) is the sole teacher registration authority in Victoria. Registration is mandatory for anyone teaching in a Victorian school, regardless of sector: government, Catholic, and independent schools all require the same VIT registration. This guide covers both registration levels (Provisional and Full), the structured four-step progression pathway, annual renewal requirements, and pathways for interstate and overseas-trained teachers. All figures reflect 2026 VIT published fees and requirements.

Most teachers move through Provisional Registration first, then progress to Full Registration once they have completed VIT's Inquiry process and a Workplace Recommendation Panel. Full Registration is the long-term credential: it is renewed annually rather than held for a fixed term.
Permission to Teach is a temporary authorisation used in specific circumstances and is not a progression pathway. Non-Practising Registration allows teachers to maintain their registration while not working, without fulfilling the practice and professional learning obligations that Full Registration requires.
VIT registration is separate from any induction program your employer may run. The registration pathway is the regulatory process. Provisional Registration is the starting point for most teachers entering the Victorian profession. Three groups apply: graduate teachers who completed an approved ITE program in Australia or New Zealand; early career teachers from interstate or overseas with limited Australian experience; and experienced overseas teachers who have been teaching outside Australia for five or more years.

Victorian graduates can apply up to four months before their expected graduation date. VIT has direct credential transfer agreements with 12 major Victorian institutions, including Monash, RMIT, and the University of Melbourne. The pathway to Full Registration uses a structured four-step process built around an evidence portfolio and a workplace panel. You have two years from the date of Provisional Registration to complete it. Two prerequisites must be met: at least 80 days of teaching in an Australian or New Zealand school, and demonstration of all 7 Australian Professional Standards for Teachers (APST) at Proficient level across all three domains.

All VIT registrants must complete annual registration by 30 September each year. Notifications are sent by email and SMS from mid-August. If you miss the deadline, a late fee applies and you have until 31 December to complete renewal. After 31 December, Full Registration and Non-Practising Registration expire; Provisional Registration and Permission to Teach suspend.

Professional learning must reference the APST but can be any formal or informal activity: courses, conferences, peer observation cycles, mentoring, structured reading programs, or leadership programs. From the 2025–26 registration period, VIT registration is fully digital. Physical registration cards have been replaced by digital cards accessible through MyVIT. Teachers with current, practising registration in another Australian state or territory, or in New Zealand, can apply for VIT registration through mutual recognition under the Mutual Recognition Act 1992 (Cth). Registration level transfers directly: Full Registration interstate becomes Full Registration in Victoria; Provisional becomes Provisional.
To be eligible you must: hold current, practising registration (not suspended or cancelled due to disciplinary action); not be subject to ongoing disciplinary proceedings or personal teaching prohibitions; and not already hold VIT registration or a Permission to Teach.
The Mutual Recognition Act 1992 (Cth) requires all Australian states and territories to recognise each other's registered professionals. Interstate teachers do not need to re-qualify from scratch or re-sit the VIT Inquiry process if they hold Full Registration in their home state.

Overseas-trained teachers have a separate pathway that begins before the standard registration application. All teachers with qualifications completed outside Australia must have their credentials pre-assessed by VIT before applying for registration. The pre-assessment fee is $285.00 and can be completed while you are still overseas.
Required if your teaching qualification was completed outside Australia, New Zealand, the United Kingdom, the United States of America, Canada, or the Republic of Ireland.
If you have lived outside Australia for 12 or more consecutive months at any point in the past 10 years (since age 18), you need an overseas criminal record check from each relevant country. Documents not in English must be translated by a NAATI-accredited translator. [Source: VIT, 2026]
